Leduc County Honours International FASD Day 09.03.10 Leduc County Honours International FASD Day (Fetal Alcohol Spectrum Disorder) Leduc County, AB - Around the world, September 9th (the 9th day of the 9th month) is International FASD (Fetal Alcohol Spectrum Disorder) Day. This is a day of reflection where we share the message that in the nine months of pregnancy, women should not drink alcohol. Leduc County FCSS’s Bridges FASD Mentor programprovides one-on-one support for adult women (18 years or older) living in the County who have indicators of pre-natal exposure to alcohol or a diagnosis of FASD. Through this program, these women will be shown how to find ways to increase their independent living skills and decrease secondary disabilities. This program aims to create a circle of support in the community for women with FASD to help increase the likelihood of long term stability. On September 7, Leduc County FCSS will release the video (called “Makin’ It Work”) at Leduc County Council’s regular council meeting. This video has been submitted in the FASD Flick Award – Take 2 contest sponsored by the Edmonton and Area Fetal Alcohol Network (EFAN). The purpose of this contest is to raise awareness of Fetal Alcohol Spectrum Disorder in our communities. Contest winners will be announced by EFAN at 9 a.m. on September 9 at the Riverdale Community Hall in Edmonton. To view Leduc County FCSS's submission, click here. 08.23.10 C-Line Public Transit Service to be Delayed LEDUC, AB – The launch of the C-Line public transit service has been delayed. The C-Line was originally scheduled to launch on August 30, providing transit service connecting Edmonton with Leduc, Nisku and the Edmonton International Airport. As part of the process of operating a transit system, the C-Line operating authority (Edmonton Transit Service –ETS) must apply for an Operating Authority Certificate from the Alberta Motor Transport Board. This permit was applied for in mid-July. As part of the application process, others have the right to appeal the potential transit service. On August 15, an appeal was filed. This means that ETS will not be granted the authority to operate transit busses on the proposed C-Line transit route until a hearing can be held by the Alberta Transportation’s Motor Transit Board and a decision rendered. “We are disappointed,” stated City of Leduc Mayor Greg Krischke. “This was an exciting partnership with Leduc County to provide transit service the airport, to the second largest industrial park in North America (Nisku) and give options to commuters to get to and from Edmonton.” “We agree with the City of Leduc and echo their disappointment,” stated Leduc County Mayor Marvin Molzan, “but we respect that there is due process to follow and that other transit operators have the right to appeal our application to operate the C-Line transit service.” Both municipalities have not let this setback deter their plans for an intermunicipal transit service connecting Leduc, Nisku and the Edmonton International Airport to Edmonton, and are eager to see this initiative take shape soon. An appeal date with the Alberta Transportation’s Motor Transportation Board has not been set, but it is anticipated the delay will be at least four weeks. Starting in April 2010, the public was asked to submit spring photos taken within Leduc County’s boundaries as they pertained to two categories: Community & Culture and Scenery & Nature. Even photos not selected as seasonal winners could take home the grand prize: a Canon Rebel XSi digital camera package. 07.06.10 NISKU, AB – At the regular council meeting earlier today, Leduc County Council formally approved the regional intermunicipal transit service initiative as a partnership between the County and the City of Leduc with service provided by an agreement with Edmonton Transit Service (ETS). “This will be the first public transit service in the region that connects the Edmonton International Airport and Leduc and Nisku regions with the City of Edmonton, and we’re extremely proud to take the lead with this project,” says Leduc County Mayor Marvin Molzan. The public transit service will be known as the C-Line. It is the first jointly funded intermunicipal transit service in the region. It will run at peak times to connect travelers from the Leduc and Nisku areas to and from the City of Edmonton. This is the first step in a much longer journey towards a fully integrated regional intermunicipal public transit service. “This regional transit initiative has been in the planning stages for more than four years, and we are very excited to now partner with the City of Leduc for the implementation and commissioning of our intermunicipal transit service ¾ the C-Line,” says Mayor Molzan. “The need for public transit has existed in our region for quite some time, and I’m pleased we can offer it to our residents, businesses and commuters.” C-Line service will commence on August 30, 2010 with the first bus leaving Century Park in Edmonton and heading south to the Edmonton International Airport and the Nisku/ Leduc regions. Residents can also access transit information through the County's C-Line website page or the City of Leduc website.06.22.10 On June 17 and 18, Leduc County, with assistance from other enforcement agencies, held a commercial vehicle roadside safety inspection encouraging commercial vehicle operators to be proactive in ensuring their vehicles are functioning properly and safely. During this roadside inspection, peace officers were checking commercial vehicles for:
Over the two days, 100 vehicles were checked; however, only 18 of those vehicles actually passed their inspections. Ninety-six violation tickets were issued, 13 vehicles were towed and four criminal charges were laid. Overall, 334 total violations were detected. “Our findings were quite alarming especially considering the amount of commercial traffic we see in the Leduc County region, Nisku in particular,” said Doug Atchison, Manager of Enforcement Services for Leduc County. “The good news is that a lot of our findings were preventable; pre-trip inspections are a great first step in ensuring your vehicle is road worthy. Ultimately, this is about everyone’s safety on the roads—passenger and commercial vehicles alike.” Along with their traffic safety partners (Commercial Vehicle Enforcement Branch of the Government of Alberta, Edmonton Police Services, Parkland County, Wetaskiwin County and the RCMP Integrated Traffic Services), Leduc County will be holding more frequent commercial vehicle safety inspections striving for more awareness and compliance regarding commercial vehicle safety requirements. Click here for contest details and rules. 05.06.10 Leduc County, AB – At the special council meeting held earlier today, Leduc County Council gave final reading to the 2010 Tax Rate bylaw. In preparation for the final 2010 budget, County Council provided direction for Administration to not exceed a three per cent (3%) municipal tax increase; Council and Administration came in under the set limit with a 1.27% municipal tax increase. County Council approved the proposed $59.7 million operating budget and the capital budget of $14.7 million for 2010. It is very important to note that this increase of 1.27% is for County use. The Alberta School Foundation Fund (ASF) set by the Province increased by $1.02 million or eight per cent (8%). The County has no control over these ASF levies and is obligated to levy this extra amount as property taxes. Concerns regarding these ASF levies should be directed to your MLA. As a result, Council set the 2010 residential tax rate at 0.00536. The tax rate for Leduc County farmland is set at 0.01248. The non-residential tax rate for properties including the Nisku Industrial Business Park is set at 0.01069, an increase of seven point two per cent (7.2%) from the 2009 tax rate of 0.00997. The machinery and equipment tax rate is set at 0.00721, which is an increase of five point two per cent (5.2%) compared to the 2009 tax rate of 0.00685. “What this means is that for most residential properties, about 4500 out of 5370, or eighty four per cent (84%), will experience increases of less than $150,” says Rob Ballhorn, Director of Assessment Services for Leduc County. “For non-residential properties, 930 out of 1130, or eighty two per cent (82%), will experience tax increases of less than $1000.” It is also important to note that you may still experience changes in your tax notice due to adjustments in Tax notices will be mailed to residents the last week of May, 2010. Taxes are due by June 30, 2010.
