1.
There is hereby established a Committee to be known as the
Committee.
Membership and Organization
2.
The Committee shall consist of:
a.)
One (1) member of Council;
b.)
One (1) member from the Nisku Business Association, and,’
c.)
Four (4) public members at large who are residents of the
County. (amended by By-Law No. 23-04)
3.
The two (2) Council
members shall be appointed by Council at its annual Organizational
Meeting. A third member of Council may be appointed as an
alternative.
4.
The representative
of the Nisku Business Association shall be appointed for a two year
term.
5.
The five (5) public
members at large from the County shall be appointed for two year
terms with two (2) or three (3) members being replaced in
alternating years. (amended by By-Law No. 15-98)
6.
The term of membership for the Nisku Business Association
representatives and the public members at large shall be from
January 1st to December 31st.
7.
The Committee shall
select a Chairman and Vice-Chairman from among its membership each
year at the first Committee meeting of the calendar year.
8. A
quorum of the Committee shall consist of Four (4) members, one of
which must be a Council member.

9.
Any members of the Committee who is absent from three (3)
consecutive meetings, be they regular or special meetings of the
Committee, shall immediately forfeit office unless such absence has
received prior approval by resolution of the Committee. Another
member shall be appointed in his/her place for the remainder of the
said term of office by Council.
10.
The time and place
of all Committee meetings shall be determined by the Committee.
11.
A tie vote shall be
deemed to be “lost”.
Purpose and Responsibility
The
Committee is a Standing Committee of Council whose purpose is:

To support, facilitate and advise Council on the
achievement of the County's
vision and goals.
13. To
annually review issues and establish priorities.
14.
To encourage community groups
and organizations working on issues and objectives to
be consistent with the County’s.
15.
To report regularly to Council
on ongoing issues.
16. To
liaise with and seek the support of the other governments, agencies
or the public on issues as directed by Council.
Administrative Support
17.
The Committee shall be supported
by a member of Senior Administration and appropriate clerical and
other staff as appointed by the County Manager.
18.
County staff having
responsibility for specific areas or issues the
Committee is dealing with shall prepare appropriate reports and
recommendations for discussion with the Committee and attend on an
as required basis only. Request for staff shall be directed through
the Committee’s Senior Administration representative.
Limitations of Powers
19. The
Committee shall be advisory to Council and shall not establish
policy, authorize expenditures or commit the County’s resources,
except as authorized by Council.
20. Except for Councillor remuneration, funding for the Committee’s
activities shall be identified in the appropriate administrative
budget and authorized during the annual budget process.
21. Remuneration to the Committee members, other than Council members,
shall be as approved by Council.
22.
All Public At Large and Nisku Business Association
members sit on the Committee at the pleasure of Council and may be
removed from the Committee by the Council.
