Highway 19 Area Structure Plan

The Plan

With the prospect of significant road network changes, increased pressures for industrial and business development, and anticipated expansion of Edmonton International Airport in area of high agricultural land quality, an Area Structure Plan is required along Highway 19 to provide more directions to guide healthy growth and land use development in the future. EBA Engineering Consultants Ltd. and EXH Engineering Services Ltd have been hired by Leduc County to joint prepare the Highway 19 Area Structure Plan. The plan area is bounded on the east by Queen Elizabeth II Highway, on the south generally by Highway 19, on the west by the North Saskatchewan River and ravine east of Devon, and on the north by Township Road 510.

  Survey Summary of the Public Open House of Highway 19 Area Structure Plan
 Following the successful Public Open House of Highway 19 Area Structure Plan on June 28, 2007, sixteen exit surveys were filled out and returned between June 28 and July 5, 2007. Respondents included resident landowners (25%), non-resident landowners (44%), developers (6%), others (19%), and one respondent (6%) did not answer this question. Survey responses indicate that the information presented at the open house was clear and understandable to the majority of people (88%). Most respondents (75%) agreed with the opportunities and constraints that were identified. Respondents were varied in their preference for future land uses within the ASP. The top five preferences include light industrial (1st), business/commercial (2nd), heavy industrial (3rd), “Big Box” commercial (4th), agriculture (5th – tied) and high density residential (5th – tied). Public Open House Summary (June 28, 2007)
Following the successful public meetings in May, the first open house on the Highway 19 Area Structure Plan was held on June 28, 2007 at Nisku Recreation Centre. 

This open house provided a good opportunity for landowners and interest groups to get updated information of the project and to speak with representatives from Leduc County and EBA Engineering Consultants Ltd. Participants could review the presentation boards to get contextual information, which included the size of the plan area, population, current land uses, development opportunities and constraints, and relationship with the airport and the Nisku Industrial Park. The comments from the previous public meetings with different groups were summarized, so people could get transparent and comprehensive information. The consultants also presented issues, objectives and positions in terms of airport, transportation, servicing, environment, land use and development.  The open house was successful with quite a lot of people in attendance. Leduc County staff and the consultants were pleased to answer questions and discuss the plan with participants. Some common questions related to:  

  • The proposed land uses, or allowable land uses;

  • Potential impact of Highway 19 realignment and proposed airport expansion on their properties within or adjacent to the plan area;

  • The timeline of this project;

  • The timing for ultimate development of the plan area;

  • Development procedure for subdivision and development;

  • Feasibility of the new boundary.

Hard copies of the display boards presented at the open house are also available at the Leduc County Planning and Development department, located on the 2nd floor, County Centre (1101-5 Street, Nisku).

Public Meetings (May 2007)
The plan preparation has recently started and the plan is targeted for completion in the Fall 2007. As a part of the planning process, three public meetings with stakeholders, including landowners within the plan area were held on May 25 & 26, 2007. In order to advise people as much as possible about this event, invitation letters were sent to stakeholders directly and two advertisements were posted on the Pipestone Flyer before the meetings. 

More than 50 people attended the public meeting on May 26, 2007 (Saturday) to show their great interest in this project. The meeting was successful, and it gave landowners a good chance to be fully informed and to communicate with Leduc County and the consultants. During the meeting, EBA engineering Consultants Ltd introduced the project, planning process, presented issues which have been identified so far, discussed the vision with landowners, and answered questions and concerns from the landowners.
