The City
of Leduc and Leduc County Partner to achieve a sustainable future…
Leduc (April 1, 2008) – On Thursday, March 27, 2008 – the City
of Leduc and Leduc County hosted the Intermunicipal Development Plan
open house. Over 100 City and County residents attended the open house
to learn more about the growth study and the Intermunicipal Development
Plan.
"We have been working closely with our neighbour, Leduc County, to
complete a 50 year growth study for our region and a subsequent
Intermunicipal Development Plan," says Mayor Greg Krischke. "The City
has experienced unprecedented growth in the last year growing at a rate
in excess of 10%, normal growth rates hover around 2.5% per year."
"Leduc County continues to experience this growth as well; we are
confident that this joint planning initiative will produce a win-win for
both the County and the City," states Reeve Marvin Molzan. "The growth
study is a very exciting first step in the preparation of long range,
sustainable growth strategies for our region".
The growth study is the initial framework for the Intermunicipal
Development Plan. The growth study is designed to identify regional
economic trends, population forecasts, land needed for future
residential and employment growth, and recommendations for sustainable
and efficient land development and infrastructure.
"The open house was extremely successful – it was great to see
community residents interested and excited about these two projects,"
explains Jennifer Cardiff – Community Planner, City of Leduc. Rick
Stuckenberg, Manager of Long Range Planning with Leduc County agrees
"There is a synergy between the City and the County working together on
this project, and also a strong emphasis on public engagement."

Backgrounder – Growth Study
Why are we doing a Growth Study?
Our two municipalities believe that working together is the best way
to achieve a sustainable and promising future for our communities. The
Growth Study will help us manage the potential we have for population
growth, economic development, employment, land development,
infrastructure, and the provision of public services.
How was the Growth Study area determined?
Our two municipalities need to plan for long term growth and have set
2060 as the time horizon for the Growth Study. With this Growth Study
area, we will be able to consider a variety of growth options. This
Growth Study area is not the same as the Intermunicipal Development Plan
(IDP). The IDP will come later and will focus on areas that should be
subject to more detailed joint municipal or intermuniciapl planning.
Who is responsible for the Growth Study?
The elected Councils of the City of Leduc and Leduc County are
responsible for the preparation and adoption of the joint Growth Study.
Each Council has appointed three elected officials to serve on our
Steering Committee, which oversees the Growth Study and is supported by
a team of municipal employees and consultants.
What will the Growth Study tell us?
Based on regional economic trends, the Growth Study will establish:
Population forecasts for the area
Land needed for future residential and employment growth
General recommendation for future growth areas
Recommendations for sustainable and efficient land development and
infrastructure
When will the Growth Study be completed?
It is anticipated that a draft Growth Study will be ready for public
and Council review by June 2008.

Development Plan
What is an Intermunicipal Development Plan or IDP?
Intermunicipal Development Plans or IDP’s are statutory (in that they
are enforced by provincial regulations), broad-based policy documents
that are prepared by neighbouring municipalities. Their main purpose is
to ensure that the development between two or more municipalities
reflects the mutual and individual interests of the municipalities
involved. Typically, they focus on the boundary area between rural and
urban municipalities.
IDP’s may deal with the future land uses within the IDP area, and any
other matter relating to the physical, social or economic development
within the plan area. They must, however, include procedures for the
implementation of the Plan, dispute resolution and amending the IDP.
Why do we need an IDP?
Our Region is growing! We are experiencing growth and new growth
pressures. We need to plan how, where and when the
growth will occur. To do this, we need to work together, both
collaboratively and cooperatively, to ensure that both the City and the
County’s growth plans are complementary and compatible. The idea is to
develop a long term growth plan for the region that will benefit both
jurisdictions.
How can I get involved?
The first step of the IDP process will be to develop a joint Growth
Study between Leduc County and the City of Leduc. This will illustrate
generally how growth in the Leduc region will be accommodated. There
will be several open houses that will allow the County and City
residents to express their views and opinions. The dates of these Open
Houses will be posted on this website - check back for further
details and updates.
Once the Growth Study has been adopted by both the County and City
Councils, the actually policy work will begin. This will be conducted by
a Steering Committee consisting of the elected officials and
administration from both jurisdictions, and will be based on the Growth
Study. The public will have an opportunity to view and comment on the
IDP once the Steering Committee has reached a consensus on its draft
content.
