The 2022 year-end audited statements and accumulated surplus schedule were presented to Council for review and approval. Curtis Friesen with Metrix Group LLP Chartered Professional Accountants presented the year-end reports to Council.
Council approved the 2022 audited financial statements and 2022 accumulated surplus schedule.
As part of the 2023 interim budget approved on Nov. 28, 2022, capital project (2023-RD-002) to reconstruct Township Road 510 from Nisku Spine Road to Range Road 243 was approved using debenture as a funding source. In accordance with Section 254 of the MGA, a borrowing bylaw must be passed prior to the project starting.
Bylaw 06-23 was given first reading on March 14, 2023 to carry out debenture borrowing in the amount of $9,000,000 to fund the re-construction of Township Road. Upon review, an additional provision regarding the funding source for future debenture payments was added to the bylaw.
Administration recommended that Council authorize an amendment to bylaw 06-23 to include:
“Leduc County shall utilize offsite levies to pay the indebtedness however in the event of any deficiency Leduc County will raise, in each year, the municipal taxes sufficient to pay the annual debenture payments.”
Council authorized the amendment to bylaw 06-23.
Administration recommended Bylaw 06-23 be given second reading, amended to included:
“Leduc County shall utilize offsite levies to pay the indebtedness however in the event of any deficiency Leduc County will raise, in each year, the municipal taxes sufficient to pay the annual debenture payments.”
Administration also recommended Bylaw 06-23 be given third and final reading.
Council gave Bylaw 06-23 second and third reading.
On March 9, administration received a request from a ratepayer to waive tax penalties on tax roll 6600380. The ratepayer explained that multiple years of levies were behind due to medical issues. Total outstanding balances of $8,987.39 include penalties and outstanding tax levies from 2014 to 2022.
Administration recommended Council deny the request to cancel $6,515.95 of tax penalties on roll 6600380.
Council approved the recommendation and denied the request.
Robert Murray, Managing Director - Dentons LLP, provided a presentation on the Leduc County Investment Strategy.
The draft Leduc County Investment Strategy was presented at a Council Workshop on Oct. 25, 2022, and was accepted as information. The Strategy is a progressive approach to creating an attractive investment environment for new development while supporting existing businesses. This work is supported by Council’s Leduc County 2022-2025 Strategic Plan.
Administration recommended Council approve the Leduc County Investment Strategy as presented.
Council approved the recommendation.
For the past few years, administration has worked with the Village of Warburg to complete a redevelopment of its arena. In 2019 phase I was completed and new dressing rooms were built. In 2022, Council supported the Village in its pursuit of grants to complete phase II, which will include a new ice plant, zamboni room and increased facility storage.
The Village was successful in receiving a provincial grant of $1 million to go towards phase II. The grant funding will significantly reduce the municipal tax dollars required to complete phase II.
Administration recommended Council authorize administration to enter into a funding agreement with the Village of Warburg for phase II arena renovations and a County contribution up to $1,110,000 with funds to be allocated in the 2024 budget.
Council approved the recommendation.
The City of Leduc submitted its 2022 actuals for recreation cost share capital projects. As per the recreation cost share agreement, projects are supported by Leduc County in the current year and payment is provided the following year upon receipt of project actuals. Leduc County contributed 5.8 per cent of the cost, which represents our population within the Leduc recreation district.
Administration recommended Council support the 2022 capital program submitted by the City of Leduc and a funding contribution of $38,725.
