This afternoon Leduc County Council approved the 2023 final municipal budget.
Council approved a $93.2-million operating budget, which covers day-to-day municipal operating expenses and includes $26.9 million collected on behalf of the Government of Alberta and the Leduc Regional Housing Foundation for school, designated industrial property and seniors’ housing requisitions.
They also approved a $32.9-million capital budget, which includes infrastructure costs for buildings, roads, bridges and equipment.
"Our 2023 budget is focused on investments in projects, infrastructure and service enhancements to maximize our current opportunities and prepare for the future. Budget 2023 balanced assessment growth with the rising costs of providing high quality services — and we think we have achieved the right balance.
As a result, the majority of citizens and businesses will see an increase of $100 or less, a decrease or no change."

2023 budget highlights
- $19 million for road projects and maintenance
- $8.2 million for firehall and full-time fire service at YEG-Edmonton International Airport
- $1.2 million for emergency services equipment and apparatus
- $2.9 million in upgrades to utility infrastructure
- $2.1 million for bridge projects
- $2.29 million in cost-share recreation support to five partner municipalities
- $303,000 for not-for-profit facilities and community recreation and cultural grants
- $150,000 for support to six libraries
- $15,000 in new grant funding for seniors program support
2023 tax rates
Between 2022 and 2023, Leduc County experienced notable growth in our overall assessment. Taxable assessments grew from $8.62 billion to $9.24 billion (7.24 per cent). This growth provides the County with approximately $3 million in additional tax dollars for 2023.
Taking into account these additional tax dollars, we then require a three per cent tax-dollar budget increase in order to meet our budget requirements for 2023. This increase will allow the County to continue providing the high-quality services our citizens and businesses expect.
During the economic downturn in 2020 and 2021, we decreased the tax-dollar budget by 4.00 per cent and 3.54 per cent, respectively. Over a four year period, our overall tax-dollar budget has increased 3.69 per cent.
Approximately 83 per cent of property owners can expect an increase of $100 or less, a decrease or no change to their property tax bill compared to 2022. Seventeen per cent of property owners will see a property tax increase of $101 or more.
Property taxes are comprised of municipal property taxes and requisitions. Each year, Leduc County collects tax dollars on behalf of the Government of Alberta and the Leduc Regional Housing Foundation. Leduc County has no control over this amount and is obligated to collect taxes on behalf of these organizations.
Property tax notices will be mailed to residents on Thursday, May 11, 2023.
Taxes are due by Friday, June 30, 2023.
