At the Dec. 6, 2022 Governance and Priorities Committee meeting, resolution GP94-22 was approved to amend the Public Works Committee terms of reference to remove public members.
Administration recommended Council give first, second and third reading to proposed Bylaw 01-23 Public Works Committee and rescind Bylaw 16-18.

A public hearing was held at 1:46 p.m. regarding an amendment to the Land Use Bylaw related to rural wedding and agricultural facility land use.

Council gave first, second and third reading to Bylaw 02-23.
The SCRASP was given first reading on Dec. 13, 2022 with the public hearing occurring on Jan. 24, 2023. On that same date, the bylaw was given second reading. Council expressed concerns about several clerical errors in the draft document before defeating third reading of the bylaw. Administration’s understanding is that Council wished to see the clerical errors in the document corrected prior to adoption of the SCRASP, therefore the updated document was presented for Council’s consideration on Feb. 14.
Administration provided a presentation on the Southern Country Residential Area Structure Plan and recommended Council provided first reading to Bylaw 03-23 – Southern Country Residential Area Structure Plan.

As part of the financial year-end process, administration was seeking approval for the year-end utility financial transactions. At year-end, a reconciliation is done on each utility in order to either transfer surplus revenue to reserves or fund a deficit. These transactions differed from what Council approved during the 2022 final budget process.
Administration recommended that Council approve the 2022 year-end financial transactions required as follows:

The goal of the seniors grant program is to create deep community connection by supporting initiatives lead by regional community partners to meet the needs of Leduc County seniors.
Administration recommended Council approve the 2023 senior grant funding allocations as follows:

A local improvement plan has been developed to fulfill the requirements of a petition submitted by the residents of Wildland Meadows for the construction of a wastewater treatment system for Wildland Meadows.
A local improvement is a project that benefits a specific area more than the municipality as a whole. It is typically undertaken near or adjacent the benefitting area and is paid, in whole or in part, by benefitting property owners through a local improvement tax.
Administration recommended Council approve the Wildland Meadows Local Improvement Plan – wastewater treatment system dated Feb. 7, 2023.

With this approval, administration will provide notice to Wildland Meadows residents, which will include copies of the local improvement plan, followed by a presentation of the plan to residents. Wildland Meadows residents will then have 30 days after being sent notice of the proposed local improvement tax to file a petition against the local improvement to stop the process.

During the 2023 budget process, Council approved funding for the construction of a new fire station to protect the Nisku Business Park, Edmonton International Airport and the central region of the County with a full-time firefighting crew.
In Dec. 2022, administration posted a public request for proposal to Alberta Purchasing Connection and the Leduc County website. Three bid proposals were received and reviewed by the evaluation committee.
Administration recommended Council approve to enter into an agreement with Scott Builders Inc. as the design build contractor for the Nisku District South Fire Station as per the approved budget of $7,850,000.

The Local Authority Emergency Management Regulation (LEMR) requires an annual review of the municipal Emergency Management Program by the Leduc County Emergency Management Agency and the Alberta Emergency Management Agency. The review was completed on Dec. 16. The LEMR also requires a municipality to engage in at least one tabletop exercise annually and a functional exercise every four years. Leduc County conducted its functional exercise on Oct. 24, 2022.
Fire Services Deputy Chief of Training and Emergency Management Ivana Irwin provided a report on the Leduc County Emergency Management Regional Agency progress update.
Ms. Irwin recommended Council accept the verbal Leduc County Emergency Management Program and Alberta Emergency Management Agency (AEMA) annual program as information; and approve the Municipal Emergency Plan After-Action Report for the Oct. 2022 functional exercise and the Leduc County Emergency Management Agency year-end report.
