Kennel permits
A kennel is a facility that is used primarily for breeding, boarding, training, caring for or selling dogs or other small animals.
Apply for a kennel development permit
To operate a kennel in Leduc County, you need to apply for a development permit.
Not all land use districts allow for kennels. To find out if your location allows for a kennel, please contact Planning and Development by email or call 780-979-2113.
Your application needs to include the following:
- A legal land description of applicant's property
- Landowner authorization and details (if required)
- A proposed kennel business operation plan
- A site plan showing:
- location and dimensions of all existing and proposed buildings
- location and size of exercise area
- description of height and size of exercise area
- distance of kennel and exercise area from property line and from dwellings on adjacent properties
- location and type of screening (trees, etc.)
- A letter providing information on the following:
- number, breed and weight of dogs
- outline of time dogs will be allowed outdoors
- schedule for cleaning of kennel
- The development permit application fee

We will review your application to ensure the kennel conforms to the Land Use Bylaw. We will also notify neighbouring property owners and give them an opportunity to review and comment on the proposal.
You will receive a written notice stating whether or not we will issue you a development permit.
If we don't approve your development application, or if you disagree with the conditions of approval, you can appeal to the Subdivision and Development Appeal Board.
Kennel regulations
Review the Land Use Bylaw for a full description of all kennel regulations.
You need to provide an exercise area for each dog as follows:
- Dogs weighing 16 kg or less need at least 2.2 m² per dog
- Dogs weighing more than 16 kg need at least 4.4 m² per dog
Exterior exercise areas (also known as runs) must be enclosed with an acceptable fence.
All kennel buildings and exercise areas must:
- Be located behind the principal building on the property
- Not be within 90 m of any dwelling located on an adjacent property
- Not be within 30 m of any property line
The following regulations must be met for all kennels in Leduc County:
- Dogs are not allowed outside between the hours of 10 p.m. and 7 a.m. daily
- Facilitates must be cleaned regularly
- Kennels should not cause a nuisance or interfere with the general enjoyment of neighbouring property owners
- A new development permit is required each time you make a change to the kennel operations
