Royal Oaks Estates is a neighbourhood just south of Edmonton, west of Beaumont, east of Nisku and north of Leduc. 

In the spring of 2021, the County was notified that Cancom Development Ltd. had declared bankruptcy. With the Royal Oaks Estates subdivisions still in the construction phase, this bankruptcy meant Leduc County needed to determine any municipal infrastructure needed and which unfinished requirements fell within the developer’s agreement with the municipality. 

Leduc County has developed a plan to address the outstanding infrastructure deficiencies in Royal Oaks Estates that were left uncompleted by the developer upon their default. On June 14, Leduc County Council approved a scope of work and funding to complete specific infrastructure components in 2022.

The list below identifies all of the work that was left uncompleted by the developer in each stage. The items that are approved for 2022 are scheduled to be completed this year. The items approved with reduced scope will also proceed this year, but the scope of work will be reduced. These components will be contracted out for completion in the 2022 construction season.

Other items will either be deferred to a future year, or will not be undertaken by the County.

UPDATE Oct. 13, 2022

A contract has been signed with a fencing contractor; work is expected to begin in mid-October. 

The County expects to push the landscaping work into 2023 as we did not receive any responses to our Request for Quotes. However, it is beneficial to have the fencing work completed prior to the landscaping, so we will take the landscaping components to market in the new year and expect to receive quotes and better pricing at that time. 

A contact has been signed with a contractor to complete the unfinished sidewalk, and we anticipate the work to be completed this year prior to freeze-up. 

The County received quotes that were much higher than expected and well outside the approved budget for the work. Our next step is to advertise to the broader contractor community and solicit bids for the work in hopes of completing the work this year. The scope of work undertaken this season will depend upon the results of the advertised bid process. 

If work is able to proceed in 2022, it is likely that it would be pushed into October. If bids do not come in within budget and there are decisions required with respect to the scope of work and timing of construction, those will be decisions of Council.
