Safety codes permits

Construction or safety codes permits fall under the Safety Codes Act. Leduc County, through the issuance of safety codes permits, supports economic viability, making the county a safe and desirable place to live and work.

Request an inspection

We advise you to request an inspection 48 hours before beginning work. Please fill out our request an inspection form or call 780-979-6179 to set up an inspection with one of our safety codes officers. Most inspections are covered by your permit fee unless a request for inspection is received before the work is ready or if re-inspection of deficiencies is necessary.

Before you begin work on a building, electrical, plumbing or gas project or private sewage installation, you will require a safety codes permit. If you have any questions, or are unsure if a permit is required, please contact us by email or give us a call at 780-979-2113.

Variances

Fill out the variance application form.

A safety codes variance is written permission to use alternative solutions to the prescriptive requirements of the Safety Codes Act, which includes provincially adopted codes. On receipt of an application, a Leduc County Safety Codes Officer will review and consider whether to issue a variance. The fee to submit a variance request application is non-refundable and does not guarantee the variance will be issued.

Farm buildings

A building permit is not required to construct a farm building; however, electrical, gas, plumbing and private sewage permits are required. To confirm the building is a farm building, fill out the farm building confirmation form and submit it by email or drop it off/mail it to:

Fire Safety Plan

A fire safety plan establishes minimum requirements that will provide a reasonable degree of life safety from fire and similar emergencies. Plans must comply with the National Building Code – Alberta Edition, National Fire Code – Alberta Edition and other applicable laws and regulations.

  • Fire safety plan guidelines
  • Appendix A: construction, renovation and/or demolition (small building)
  • Appendix B: small building construction site guidelines
  • Appendix C: construction, renovation and/or demolition (large building)
  • Appendix D: protection of adjacent properties during construction (single attached or detached homes)
  • Appendix E: protection or adjacent properties during construction (row housing/semi-detached)
  • Appendix F: protection of adjacent properties during construction (buildings > 4 storeys)

Requirements

The type of project determines if a fire safety plan is needed and if so, what kind.

No fire safety plan needed

No fire safety plan is needed for projects under $5,000, such as the following:

  • building a utility shed less than 10 square metres (108 square feet)
  • re-shingling a roof, provided there is no structural work
  • installing eaves troughs
  • reinstalling/replacing kitchen or bathroom cupboards without plumbing, gas or electrical work
  • erecting a fence

Small buildings fire safety plan

A small buildings fire safety plan is needed for projects such as the following:

  • projects over $5,000
  • housing and small buildings (ABC Part 9)
  • unoccupied buildings
  • buildings smaller than 600 square metres
  • structures three storeys or less in building height
  • determine if appendices D, E or F apply

Use Appendix A to develop your fire safety plan. You must submit two hard copies or one PDF. Appendix B outlines the guidelines for the construction site.

Customized fire safety plan

A customized fire safety plan is needed for projects such as the following:

  • all demolition projects
  • all buildings that are occupied during construction or renovation
  • buildings larger than 600 square metres
  • four storeys or more in building height
  • unoccupied buildings
  • determine if appendices D, E or F apply

Building permits (residential and commercial)

Learn how to apply for a building permit.

Requirements

Building permits are required for the following:
  • a change in the occupancy classification of the building
  • construction of a building, including the renovation/alteration of, relocation or addition to a building
  • construction of or installation of a swimming pool or hot tub
  • solid-fuel burning appliances (pellet or wood stoves)
  • stages over 1200 mm high
  • special events tents greater than 60 square metres (or any size if there will be cooking equipment in the tent)

If matters affecting health or safety are not at risk and there is no structural change to the building, building permits are not required for the following:

  • construction of a building, including a renovation or an addition to a building if the construction, renovation or addition is less than $5,000 in prevailing market value
  • construction of a building 10 square metres or less in size that is not a hazard
  • construction of an exterior deck that is attached to or detached from a single family home that is no greater than 600 millimetres from the adjacent grade on all sides of the deck
  • painting or decorating
  • re-roofing or re-siding if the roofing or siding is being replaced with roofing or siding of a similar type
  • replacement or alter ducting serving a space heating appliance if it is located in a single family home and there is no change required to the heating and ventilation system

Eligibility

You can apply for a building permit if you are a:

  • owner of a building

  • the owner's agent

  • holder of a compulsory certification trade (when required)

  • owner who resides or intends to reside in a single family home for the installation of building systems in the dwellings

Apply for residential building permits

Fill out the residential building permit application and submit it along with the required supporting plans and documentation by email or drop it off/mail it to:

You will need to submit a residential building permit application for:

  • a detached garage or shed
  • a manufactured dwelling
  • a hot tub
  • a solid fuel burning appliance (wood or pellet stove)
  • a swimming pool

Electrical permits

Learn how to apply for an electrical permit.

Requirements

An electrical permit is required to install, alter or add to an electrical system.

An electrical permit is not required for the following:

  • communication systems
  • electrical installations relating to an elevating device
  • extra low voltage Class 2 circuits, unless they are for any of the following:
    • safety control
    • locations described as hazardous in the Electrical Code
    • electro-medical purposes
    • lighting
  • the replacement of electrical equipment with units of a similar type if the replacement is made for the purpose of maintaining the system and does not modify the ratings or characteristics of the electrical installation

Eligibility

You can apply for an electrical permit if you are a:

  • master electrician (within scope of certification)
  • owner of a residential or farm building for work on those buildings' electrical systems
  • restricted master electrician (within scope of certification)
  • rural wireman (limited undertakings)
  • sign installation technician (within scope of certification)
  • owner/operator/designate of a power line construction company (limited undertakings)
  • owner/operator/designate of an establishment requiring an annual electrical permit

Gas permits

Learn how to apply for a gas permit.

Requirements

A gas permit is required to install, alter or add to a gas system.

A gas permit is not required for the following:

  • a gas system that uses propane or natural gas as an alternate or principal fuel for motive power on a motor vehicle
  • a gas system that uses propane or natural gas to provide conditioned air in a cargo transport unit
  • the replacement of a dryer, range, water heater or space-heating appliance if:
    • it is located in a single family home and
    • no design change is required to any gas piping or venting system
  • the relocation, by a gas utility company, of a gas meter, including any piping changes that may be required for the relocation
  • a container having a propane capacity of no more than 454 litres water capacity or when containers are manifolded together, the aggregate capacity of the containers does not exceed 454 litres water capacity
  • a propane container and installation serving a pump jack, flare stack or oil tank heater at an oil field well site

Eligibility

You can apply for a gas permit if you are a:
  • gasfitter
  • certified sheet metal worker for the replacement of a furnace in a single family home
  • owner of a residential or farm building for work on those buildings' gas systems
  • someone who has training specific to the installation of propane tanks or secondary gas lines
  • owner/operator/designate of an establishment requiring an annual gas permit

Plumbing permits

Learn how to apply for a plumbing permit.

Requirements

A plumbing permit is required to install, alter or add to a plumbing system.

A plumbing permit is not required for the following:

  • replacing fixtures, water heaters, faucets, etc., if no changes to piping are required
  • installing fixtures in a dwelling if the roughed-in piping has been completed under another permit
  • installing residential water treatment devices in a single family home
  • *installing a water service connecting a building to a municipal or private water supply
  • *installing a building sewer or storm sewer outside of a building

*Note: a utilities water/sewer line connection permit is required

Eligibility

You can apply for a plumbing permit if you are a:

  • plumber
  • owner of a residential or farm building for work on those buildings' plumbing systems
  • owner/operator of an establishment that requires an annual plumbing permit
  • private sewage installer (limited undertakings)

Private sewage permits

If your property isn't serviced by a municipal sewer system, you may need to install a private sewage system. Types of private sewage systems include holding tanks, open discharge, disposal field, treatment mound and at-grade disposal systems.

Requirements

A private sewage permit is required to install, alter or add to a private sewage system on your property.

You don't require a private sewage permit:

  • for the replacement of any equipment of a private sewage disposal system with units of a similar type
  • if the replacement is for maintaining the system and doesn't modify the design of the system

Eligibility

You can apply for a private sewage system permit if you are a:

  • private sewage installer for any private sewage system
  • restricted private sewage installer for the installation of a holding tank
  • owner of a residential or farm building for installations for those buildings' sewage systems
